[China Packaging News] recently, the Ministry of environmental protection and the General Administration of quality supervision, inspection and Quarantine jointly issued a new version of the environmental protection and control standard for imported solid waste that can be used as raw materials (GB, a total of 11 standards), which has been officially implemented since March 1, 2018. Weifang inspection and Quarantine Bureau reminded relevant enterprises to pay attention to the implementation of the new standards

it is understood that at present, Weifang has 20 enterprises that import solid waste (hereinafter referred to as "waste raw materials") that can be used as raw materials, involving three major categories of products: waste paper, waste metal and waste plastic, with an import volume of 770000 tons in 2017

the original environmental protection control standard for imported waste raw materials was issued in 1996 and initially revised in 2005. On April 18, 2017, the 34th meeting of the central leading group for comprehensively deepening reform considered and adopted the implementation plan on banning the entry of foreign garbage and promoting the reform of the solid waste import management system. On July 18, 2017, the general office of the State Council officially issued the implementation plan. The plan requires "further tightening the standards, revising the environmental protection control standard for imported solid waste that can be used as raw materials, and tightening the entrainment control indicators"

this revised standard abolishes the two standards related to the bone waste banned in 2009 and the waste fiber banned in 2017, covering all the current 11 standards for the import of solid waste. Main revision contents: first, the radioactive pollution control of imported waste raw materials has been improved, and the requirements of external irradiation through radiation dose rate have been increased. Second, integrate the control requirements of the original standard for hazardous wastes, and clarify that the control requirements for the wastes listed in the national directory of hazardous wastes and identified as hazardous wastes by the identification standard for hazardous wastes are set at 0.01%. The third is to tighten the general inclusion control index. Except that the general inclusion control index in the waste non-ferrous metal standard is tightened to 1.0%, the general inclusion limit in the standards of other imported waste raw materials is tightened to 0.5%. Among them, the control ratio of general inclusions in imported waste paper is modified from 1.5% to 0.5%, the types of inclusions are expanded from 10 kinds of wood waste, scrap metal, etc. to 17 kinds, and waste fabric, aluminum plastic paper composite packaging, thermal paper, asphalt moisture-proof paper, self-adhesive paper, oil impregnated paper, silicone oil paper are included in the control range. Fourth, increase the principle requirements of port inspection and quarantine. It is clear that the inspection and quarantine department will adopt the method of random sampling inspection, and the inspection results of random sampling will be taken as the inspection results of the whole batch of goods, which can be sent to the laboratory for testing if necessary

the inspection and Quarantine Department reminded relevant enterprises to timely carry out follow-up research on the new standards. When Nantong Johnson & Johnson graphene Technology Co., Ltd. (hereinafter referred to as Johnson & Johnson) showed its technology and products at the China International Textile yarn exhibition, it was suggested to screen foreign suppliers according to the new standards, select the best foreign suppliers, and when signing trade contracts with foreign suppliers, The new standard requirements must be clearly reflected in the contract to ensure that imported products meet the requirements
